Of course it’s possible! Even on a shoestring budget, you can still manage to be a fashionista.  Follow these tips and you’ll be well on your way to making heads turn without burning a hole in your wallet:

Take stock of what’s already in your closet.  Sometimes, it’s not about shelling out extra cash just to update your wardrobe.  All it takes is careful selection of existing pieces in your closet to mix and match.  While you’re at it, try to get rid of items you no longer use.  They can be shoes, clothes or accessories.  Instead of just giving them away, you can sell them online. You can post them on eBay or Craigslist.  The money you earn, you can use to buy new fashion items.

If you must head off to the mall to buy new items, it would be best to invest in these essentials:  a little black dress, a white shirt, a pair of good jeans, a basic everyday bag in a neutral color, a pair of black pumps.  You can work around these pieces and stretch your wardrobe in so many ways.
